No. 55 R E S O L U T I O N WHEREAS, The Honorable Francisco de la Torre Galindo is concluding his noteworthy tenure as consul general of Mexico in Dallas on July 31, 2025; and WHEREAS, Appointed in 2016, Consul de la Torre has been a tireless champion of the Mexican community abroad; under his leadership, the Consulate General of Mexico in Dallas became one of his nation's busiest outposts, processing high numbers of passports, consular IDs, and submissions for voting credentials; and WHEREAS, Consul de la Torre has implemented a wide range of important initiatives; in 2023, he signed an alliance with the U.S. Occupational Safety and Health Administration to raise awareness of workplace safety law among Mexican workers, and he established the Defense Center of the Mexican Consulate in Dallas to offer legal advice and representation to Mexican immigrants; he also organized the donation of Mexican textbooks to the Dallas Independent School District; during the COVID-19 pandemic, he helped county authorities increase participation in public health measures and coordinated donations by Mexican firms; and WHEREAS, Engaged in the Dallas community, Consul de la Torre has served as a member of the advisory board of the International Center of The University of Texas at Dallas and as a member of the board of governors of the Dallas Symphony Orchestra; he was named 2017 Global Diplomat of the Year by the Global Chamber of Dallas, and his many accolades further include the Maestro Award for community service from Latino Leaders Magazine and the Latino Advocate Award from D CEO Magazine; much in demand as a speaker, he has addressed audiences around the world; and WHEREAS, Consul de la Torre began his diplomatic career in 1998; prior to his appointment as consul general, he was executive director of the Institute for Mexicans Abroad, and he has served in embassies in Brazil and Argentina; in 2022, he was promoted to the rank of minister; he holds a law degree from the National Autonomous University of Mexico and a master's degree in diplomatic studies from the Matías Romero Institute; and WHEREAS, Through his skill, expertise, and dedication, Francisco de la Torre Galindo has earned the admiration and appreciation of innumerable people in North Texas and beyond, and it is indeed fitting to recognize his contributions as he embarks on the next exciting chapter of his life; now, therefore, be it RESOLVED, That the House of Representatives of the 89th Texas Legislature, 1st Called Session, hereby honor Francisco de la Torre Galindo for his service as consul general of Mexico in Dallas and extend to him sincere best wishes for the future; and, be it further RESOLVED, That an official copy of this resolution be prepared for Consul de la Torre as an expression of high regard by the Texas House of Representatives.
