H.B. No. 1946         AN ACT   relating to the incontestability of certain contracts or leases   submitted to the attorney general by certain water districts.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Section 49.184(e), Water Code, is amended to   read as follows:          (e)  A contract or lease in which the proceeds of the   contract or lease are pledged to the payment of a bond may be   submitted to the attorney general along with the bond records, and,   if submitted, the approval by the attorney general of the bonds   shall constitute an approval of the contract or lease and the   contract or lease shall be incontestable.  A contract or lease,   other than a contract or lease in which the proceeds of the contract   or lease are pledged to the payment of a bond, may be submitted to   the attorney general along with the bond records, and, if reviewed   and approved by the attorney general, the approval of the bonds   shall constitute an approval of the contract or lease and the   contract or lease shall be incontestable.          SECTION 2.  The change in law made by this Act applies only   to a contract or lease submitted by a water district under Section   49.184, Water Code, as amended by this Act, to the attorney general   after the effective date of this Act.  A contract or lease submitted   to the attorney general before the effective date of this Act is   governed by the law in effect at the time the contract or lease is   submitted, and that law is continued in effect for that purpose.          SECTION 3.  This Act takes effect September 1, 2017.       ______________________________ ______________________________      President of the Senate Speaker of the House                   I certify that H.B.
