No. 1060 R E S O L U T I O N WHEREAS, House Bill 2127, enacted in 2023, establishes the framework to create consistency on the local level for ordinances in the State of Texas, ensuring that these ordinances operate safely and in compliance with relevant state laws; and WHEREAS, Card and social clubs are integral parts of communities in Texas, providing social spaces and recreational opportunities for Texans across the state; and WHEREAS, There is a need for standardized regulations to ensure that card and social clubs provide safe environments and reliable operations and meet the expectations of both customers and the community at large; and WHEREAS, The Texas Department of Licensing and Regulation (TDLR) has the expertise and experience to oversee the licensing, inspection, and regulation of various industries and establishments across the state; and WHEREAS, It is essential that these establishments are subject to proper regulatory oversight to prevent potential harm to public safety, ensure fairness in operations, and protect the welfare of Texas residents; now, therefore, be it RESOLVED, That the House of Representatives of the 89th Texas Legislature hereby direct the Texas Department of Licensing and Regulation (TDLR) to implement and enforce regulations for card and social clubs in accordance with the provisions of House Bill 2127 (2023); and, be it further RESOLVED, That the Texas Department of Licensing and Regulation shall establish clear rules and procedures for the licensing, operation, and inspection of card and social clubs to ensure their safety, reliability, and compliance with all applicable laws; and, be it further RESOLVED, That the Texas Department of Licensing and Regulation is encouraged to work closely with relevant stakeholders, including but not limited to law enforcement, community organizations, and industry representatives, to ensure that regulations are comprehensive, practical, and effective in maintaining the highest standards of safety and reliability for card and social clubs across the State of Texas; and, be it further RESOLVED, That the Texas Department of Licensing and Regulation shall provide regular updates to the Texas Legislature regarding the progress and impact of the regulations, including any recommendations for further legislative action to improve safety and reliability in the operation of card and social clubs; and, be it further RESOLVED, That the chief clerk of the House forward an official copy of this resolution to the Texas Department of Licensing and Regulation as an official directive of the Texas House of Representatives.
