88R14185 MPF-D     By: Guillen H.B. No. 3784       A BILL TO BE ENTITLED   AN ACT   relating to a task force to study methods for increasing the   manufacture of opioid antagonists.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  (a)  In this section:                (1)  "Commission" means the Health and Human Services   Commission.                (2)  "Executive commissioner" means the executive   commissioner of the Health and Human Services Commission.                (3)  "Opioid antagonist" has the meaning assigned by   Section 483.101, Health and Safety Code.          (b)  The commission, in coordination with the comptroller,   shall establish a task force to study methods to incentivize   manufacturers of opioid antagonists to increase production.          (c)  The executive commissioner, in coordination with the   comptroller, shall determine the number of members on the task   force and appoint members to the task force accordingly.          (d)  The executive commissioner and comptroller shall   jointly designate one member of the task force to serve as the   presiding officer.          (e)  A member of the task force is not entitled to   compensation but is entitled to reimbursement for the member's   travel expenses as provided by Chapter 660, Government Code, and   the General Appropriations Act.          (f)  Not later than December 1, 2024, the task force shall   submit a report to the legislature on its findings and   recommendations, including proposed legislation to increase the   manufacturing production of opioid antagonists.          (g)  The task force is abolished and this Act expires on   January 1, 2025.          SECTION 2.  As soon as practicable after the effective date   of this Act, the executive commissioner of the Health and Human   Services Commission shall appoint the members of the task force   established by this Act.          SECTION 3.  This Act takes effect immediately if it receives   a vote of two-thirds of all the members elected to each house, as   provided by Section 39, Article III, Texas Constitution.  If this   Act does not receive the vote necessary for immediate effect, this   Act takes effect September 1, 2023.
