SYNOPSIS

     Requires publication of certain information related to toll discounts on E-ZPass website.

An Actconcerning certain information related to toll rate discounts and supplementing P.L.1997, c.59 (C.27:12B-18.2 et al.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    The lead agency of the New Jersey E-ZPass Group shall, on every publicly accessible webpage of a website in which the agency provides information concerning the purchase of an electronic vehicle identification system transponder or the initiation of an account with a New Jersey electronic toll collection system, subject to sections 6 through 10 of P.L.1997, c.59 (C.27:23-34.1 through C.27:23-34.5) or sections 11 through 15 of P.L.1997, c.59 (C.27:25A-21.1 through C.27:25A-21.5), publish information that notifies customers and prospective customers that discounts on toll rates advertised by an operator of an electronic toll collection system not under the jurisdiction of the State, any agency or authority of the State, or any political subdivisions thereof, may not be applicable to an account with a New Jersey electronic toll collection system, subject to sections 6 through 10 of P.L.1997, c.59 (C.27:23-34.1 through C.27:23-34.5) or sections 11 through 15 of P.L.1997, c.59 (C.27:25A-21.1 through C.27:25A-21.5).

     As used in this section, "lead agency of the New Jersey E-ZPass Group" means an agency, authority, or political subdivision of this State which has the authority to enter into, manage, or negotiate contracts to provide service to accounts with a New Jersey electronic toll collection system subject to sections 6 through 10 of P.L.1997, c.59 (C.27:23-34.1 through C.27:23-34.5) or sections 11 through 15 of P.L.1997, c.59 (C.27:25A-21.1 through C.27:25A-21.5).

 

     2.    This act shall take effect on the 30th day following enactment.

 

 

STATEMENT

 

     This bill directs the lead agency of the New Jersey E-ZPass Group to publish information, on every publicly accessible webpage of a website in which the agency provides information concerning the purchase of an electronic vehicle identification system transponder or the initiation of an account with the New Jersey electronic toll collection system, commonly known as New Jersey E-ZPass, that notifies customers or prospective customers that discounts on toll rates advertised by an operator of an E-ZPass system that is not under the jurisdiction of the State or one of its agencies, authorities, or political subdivisions may not be applicable to New Jersey E-ZPass accounts.

     The bill defines "lead agency of the New Jersey E-ZPass Group" as an agency, authority, or political subdivision of this State which has the authority to enter into, manage, or negotiate contracts to provide service to accounts with New Jersey E-ZPass.  Currently, the lead agency of the New Jersey E-ZPass Group is the New Jersey Turnpike Authority.
