89R23710 JAM-F     By: McLaughlin H.B. No. 3781     Substitute the following for H.B. No. 3781:     By:  Martinez C.S.H.B. No. 3781       A BILL TO BE ENTITLED   AN ACT   relating to the provision of financial assistance by the Texas   Water Development Board for the development of certain projects in   economically distressed areas.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Section 16.343, Water Code, is amended by adding   Subsection (h) to read as follows:          (h)  For purposes of Subsection (g), the board may consider   an application for funds under Subchapter K, Chapter 17, if the   application is for a water supply or sewer service project that:                (1)  is located in an area in which the model rules   adopted by the board under this section are enforced; and                 (2)  will serve a community that is not in compliance   with the model rules because the community:                      (A)  was developed before the model rules were   adopted by the board under this section; and                       (B)  has not been platted in accordance with the   model rules adopted by the board under this section.          SECTION 2.  Section 17.927, Water Code, is amended by adding   Subsection (e) to read as follows:          (e)  For purposes of Subsection (b)(6), the board may provide   financial assistance under this subchapter to a political   subdivision for a water supply or sewer service project that:                (1)  is located in an area in which the model rules   adopted by the board under Section 16.343 are enforced; and                (2)  will serve a community that is not in compliance   with the model rules because the community:                      (A)  was developed before the model rules were   adopted by the board under that section; and                      (B)  has not been platted in accordance with the   model rules adopted by the board under that section.          SECTION 3.  This Act takes effect immediately if it receives   a vote of two-thirds of all the members elected to each house, as   provided by Section 39, Article III, Texas Constitution.  If this   Act does not receive the vote necessary for immediate effect, this   Act takes effect September 1, 2025.
