SENATE RESOLUTION NO. 48 WHEREAS, The Senate of the State of Texas is pleased to recognize Alicia Thomas for her outstanding service and inspiring leadership as city secretary of DeSoto; and WHEREAS, Alicia Thomas began her employment with the City of DeSoto on May 8, 2013, as a temporary employee; through resilience, grace, and an unrelenting commitment to excellence, she rose through the ranks to become one of the most respected municipal clerks in Texas; and WHEREAS, While serving the city, Alicia pursued higher education with great determination, and she earned a bachelor's degree in organizational leadership in 2018 followed by a master's degree in organizational leadership in 2021; these achievements reflect her passion for growth, leadership, and lifelong learning; and WHEREAS, In March of 2021, Alicia was appointed interim city secretary, and on December 7, 2021, she was formally appointed as the city secretary of DeSoto, a position in which she has continued to serve with distinction, professionalism, and a heart for public service; and WHEREAS, Alicia is an active and engaged member of the Texas Municipal Clerks Association, Yellow Rose Chapter, where she has proudly served on both the membership and holiday committees, further exemplifying her commitment to community and camaraderie among municipal professionals; and WHEREAS, Under her leadership, the Office of the City Secretary has remained a pillar of transparency and integrity through the preservation of the city's official records, the assurance of fair and impartial elections, and the maintenance of unwavering compliance with record retention laws; and WHEREAS, Alicia leads with a spirit rooted in honesty, dependability, integrity, consistency, respectfulness, and fairness, and she has earned the admiration of her colleagues and the gratitude of the community she so faithfully serves; and WHEREAS, Alicia's journey from temporary employee to trusted city secretary is a story of perseverance, purpose, and excellence, and it is indeed fitting that she receive special recognition as an example and a source of inspiration to public servants across the state; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 89th Legislature, 2nd Called Session, hereby commend Alicia Thomas for her exceptional leadership, service, and dedication to the City of DeSoto and to the people of Texas and extend to her best wishes for continued success in all her endeavors; and, be it further RESOLVED, That a copy of this Resolution be prepared for her as an expression of esteem from the Texas Senate.
