88R14198 MPF-D     By: Zwiener H.B. No. 4193       A BILL TO BE ENTITLED   AN ACT   relating to educational materials regarding fentanyl substance   abuse.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Subchapter B, Chapter 461A, Health and Safety   Code, is amended by adding Section 461A.060 to read as follows:          Sec. 461A.060.  FENTANYL SUBSTANCE ABUSE EDUCATIONAL   MATERIALS. The department shall develop educational materials and   publish the materials on the department's Internet website to   educate parents and educators about:                (1)  the dangers of consuming illegally manufactured   fentanyl;                (2)  recognizing the symptoms of a person experiencing   an opioid overdose;                (3)  administering an opioid antagonist, as defined by   Section 483.101, to a person experiencing an opioid overdose; and                (4)  recognizing the signs of opioid dependency in an   adolescent.          SECTION 2.  As soon as practicable after the effective date   of this Act, the Department of State Health Services shall publish   the educational materials on the department's Internet website as   required by Section 461A.060, Health and Safety Code, as added by   this Act.          SECTION 3.  This Act takes effect September 1, 2023.
