By: Elkins H.B. No. 3608       A BILL TO BE ENTITLED   AN ACT   relating to government transparency and operations.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Chapter 559, Government Code, is amended by   adding new section 559.006:          Section 559.006. COMMISSIONS FOR EFFECTIVE RESOURCE   ALLOCATION.          (1)  To facilitate organization, operation, powers,   regulation, and management of state departments, agencies, and   institutions the commissions for effective resource allocation is   hereby established.           SECTION 2.  Chapter 403, Government Code, is amended by   adding new section:          Section 403.500. EFFICIENCY.          (1)  To help eliminate inefficiencies in the provision of   state services the comptroller shall implement new systems as   necessary.          SECTION 3.  Chapter 552, Government Code, is amended by   adding new section 552.400:          Section 552.400. OPEN GOVERNMENT RULES.          (1)  New rules for open government, including open records   and open meetings shall be adopted by the ethics commission.          SECTION 4.  Chapter 2111, Government Code, is amended by   adding new section 2111.003:          Section 2111.003. ADVANCEMENT IN SCIENCE AND TECHNOLOGY.          (1)  State agencies, including institutions of higher   education, shall take advantage of advances in science and   technology, including telecommunications, electronic technology,   and automated data processing.          SECTION 5.  Chapter 2111, Government Code, is amended by   adding new section 2111.004:          Section 2111.004.  ADVISORY COMMITTEE.          (1)  The advisory committee for the promotion within the   state of an advance as described by Section (4) is hereby   established.          SECTION 6.  Chapter 403, Government Code, is amended by   adding new section 403.501:          Section 403.501. RESOURCE ALLOCATI   ON.          (1)  The comptroller and the commissioner of effective   resource allocation shall adopt rules to assure cooperation between   the state and local government entities and between the   scientific/technology community, private businesses and   institutions of higher education including federal government   laboratories. And; for cybersecurity.          SECTION 7.  Chapter 490, Government Code, is amended by   adding new section 490.200:          Section 490.200. SUNSET ADVISORY COMMISSION RULES.          (1)  Sunset Advisory Commission shall adopt rules to achieve   the objectives herein.          SECTION 8.  This Act takes effect September 1, 2017.
