No. 2145 Garcia of Dallas A BILL TO BE ENTITLED AN ACT relating to the installation of electric vehicle charging stations at certain state-owned parking lots and garages. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter B, Chapter 2165, Government Code, is amended by adding Section 2165.059 to read as follows: Sec. 2165.059. ELECTRIC VEHICLE CHARGING STATIONS AT STATE-OWNED PARKING LOTS AND GARAGES. (a) The commission may authorize each state-owned parking lot and garage constructed on or after September 1, 2025, to include electric vehicle charging stations. In determining the number of authorized electric vehicle charging stations at a parking lot or garage, the commission shall consider: (1) the number of electric vehicles in the state currently registered and expected to be registered in the future; (2) the number of electric vehicles used by state employees; (3) the usage of the parking lot or garage, including the average length of time vehicles are parked in the lot or garage and whether the lot or garage is used by the public; (4) the type of charging station technology, including the charging rate; and (5) the anticipated number of electric vehicle charges expected at each parking lot or garage. (b) The commission, in consultation with the state energy conservation office, by rule shall adopt guidelines for the installation of electric vehicle charging stations authorized by Subsection (a). The guidelines must establish standards for the type and scope of electric vehicle charging stations authorized based on the size and intended use of the parking lot or garage and include a requirement that construction of electric vehicle charging stations under this section be done at no cost to the state. (c) In adopting guidelines under Subsection (b), the commission shall consider the: (1) increased structural load electric vehicles may place on state-owned parking lots and garages due to their weight; (2) potential effect of electric vehicle weight on the long-term maintenance and integrity of state-owned parking lots and garages; and (3) standards necessary to mitigate wear and tear resulting from increased electric vehicle charging activity in state-owned parking lots and garages. SECTION 2. Section 2165.059, Government Code, as added by this Act, applies only to a state-owned parking lot or garage the design for which begins on or after the effective date of this Act. SECTION 3. This Act takes effect September 1, 2025.
