85R12106 KSD-D     By: Miles S.B. No. 1219       A BILL TO BE ENTITLED   AN ACT   relating to a requirement that the Texas Higher Education   Coordinating Board conduct an annual comprehensive evaluation of   the impact of the top 10 percent automatic admissions law.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Subchapter C, Chapter 61, Education Code, is   amended by adding Section 61.0667 to read as follows:          Sec. 61.0667.  ANNUAL EVALUATION OF AUTOMATIC ADMISSIONS.   (a) Annually, the board shall conduct a comprehensive, statewide   quantitative and qualitative evaluation of the impact of the   automatic admission of students at general academic teaching   institutions under Section 51.803, with particular focus on the   impact of automatic admissions on admissions to The University of   Texas at Austin and Texas A&M University.          (b)  The evaluation required under this section must include   an analysis of the impact of automatic admissions under Section   51.803 on the racial, socioeconomic, and geographic diversity of   first-time resident undergraduate students at general academic   teaching institutions.          (c)  On request, a general academic teaching institution   shall provide the board with any information the board considers   necessary for conducting its evaluation under this section.          (d)  The evaluation required by this section is in addition   to the annual report required by Section 51.803(l).          (e)  Not later than September 1 of each year, the board shall   provide to each standing committee of the legislature with primary   jurisdiction over higher education and to the primary author and   sponsor of the legislation enacting this section, if still members   of the legislature, a detailed written report regarding the board's   most recent evaluation conducted under this section.          SECTION 2.  The Texas Higher Education Coordinating Board   shall provide the initial report required under Section 61.0667,   Education Code, as added by this Act, not later than September 1,   2018.          SECTION 3.  This Act takes effect immediately if it receives   a vote of two-thirds of all the members elected to each house, as   provided by Section 39, Article III, Texas Constitution.  If this   Act does not receive the vote necessary for immediate effect, this   Act takes effect September 1, 2017.
