SENATE RESOLUTION NO. 59 WHEREAS, The Senate of the State of Texas is pleased to recognize Sheryl Pace, who is retiring as a senior analyst for school finance after nearly five decades of outstanding service at the Texas Taxpayers and Research Association; and WHEREAS, Sheryl Pace began her tenure with the Texas Taxpayers and Research Association in 1976, and as the organization celebrates its 51st anniversary in 2025, she is concluding her 49th year in the office; and WHEREAS, Over the course of her long and distinguished career in public policy, Sheryl Pace has emerged as one of the state's foremost authorities on school finance and its intersection with property taxation, and she has provided invaluable insight and guidance to legislators, policy organizations, and generations of Capitol staffers; and WHEREAS, Her expertise culminated in the authorship of An Introduction to School Finance in Texas, now in its sixth edition, which earned the prestigious Most Effective Education Award from the Governmental Research Association and continues to serve as a foundational resource for understanding the complex school finance system; and WHEREAS, Sheryl Pace's contributions have profoundly shaped the discourse and development of education funding policy and school tax rates in Texas, and her mentorship and leadership have left an enduring legacy among analysts and advocates across the state; and WHEREAS, Her retirement marks the conclusion of a career defined by intellectual rigor, public service, and anunwavering commitment to the betterment of Texas education and fiscal policy; and WHEREAS, As Sheryl embarks on a new chapter, she plans to enjoy well-earned time with her husband, children, and grandchildren, and she leaves behind a legacy of excellence, humor, friendship, and dedication at the Texas Taxpayers and Research Association; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 89th Legislature, 2nd Called Session, hereby commend Sheryl Pace on her exemplary service to the Lone Star State and on her unmatched contributions to school finance policy and extend to her congratulations and best wishes for a joyful and fulfilling retirement; and, be it further RESOLVED, That a copy of this Resolution be prepared for her as an expression of esteem from the Texas Senate.
