By: Hughes, et al.  S.B. No. 18          (In the Senate - Filed February 21, 2025;   February 24, 2025, read first time and referred to Committee on   State Affairs; March 5, 2025, reported favorably by the following   vote:  Yeas 10, Nays 1; March 5, 2025, sent to printer.)Click here to see the committee vote     A BILL TO BE ENTITLED   AN ACT     relating to prohibiting municipal libraries that host certain   events from receiving state or other public funding.          BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:          SECTION 1.  Chapter 315, Local Government Code, is amended   by adding Section 315.0051 to read as follows:          Sec. 315.0051.  PROHIBITED EVENTS AT MUNICIPAL LIBRARIES. A   municipal library may not receive state or other public funds if the   library hosts an event at which a man presenting as a woman or a   woman presenting as a man reads a book or a story to a minor for   entertainment and the person being dressed as the opposite gender   is a primary component of the entertainment.  The state and a   political subdivision of the state may not provide funds to the   municipal library for the fiscal year following the year in which   the library hosts an event described by this section.          SECTION 2.  The change in law made by this Act applies only   to an event that occurs on or after the effective date of this Act.          SECTION 3.  This Act takes effect September 1, 2025.     * * * * *
