No. 155 By: Hall A BILL TO BE ENTITLED AN ACT relating to requirements for participants in extracurricular athletic activities sponsored or sanctioned by the University Interscholastic League, including a sudden cardiac arrest awareness form. BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: SECTION 1. Subchapter D, Chapter 33, Education Code, is amended by adding Section 33.095 to read as follows: Sec. 33.095. DOCUMENTATION REQUIRED FOR PARTICIPANTS IN EXTRACURRICULAR ATHLETIC ACTIVITIES. (a) The University Interscholastic League shall create an informational sudden cardiac arrest awareness form for school districts to provide to a parent of or person standing in parental relation to a student who wants to participate in an athletic activity sponsored or sanctioned by the University Interscholastic League. The form must include information relating to sudden cardiac arrest, including: (1) a description of a sudden cardiac arrest; (2) the causes of a sudden cardiac arrest; (3) the symptoms and warning signs of a sudden cardiac arrest; (4) the treatments for a sudden cardiac arrest; and (5) options for screening for sudden cardiac arrest that may be discussed with the student's physician. (b) If a student is required under University Interscholastic League rule or policy to receive a physical examination before being allowed to participate in an athletic activity sponsored or sanctioned by the University Interscholastic League, a school district may not allow a district student to participate in the activity unless the student provides: (1) documentation of the physical examination; and (2) the informational sudden cardiac arrest awareness form described by Subsection (a) signed by the parent of or person standing in parental relation to the student. SECTION 2. This Act applies beginning with the 2018-2019 school year. SECTION 3. This Act takes effect immediately if it receives a vote of two-thirds of all the members elected to each house, as provided by Section 39, Article III, Texas Constitution. If this Act does not receive the vote necessary for immediate effect, this Act takes effect September 1, 2017. * * * * *
