No. 92 SENATE RESOLUTION WHEREAS, The Senate of the State of Texas is pleased to recognize Annette Holmes, who is retiring from her role as senior analyst for the Texas Comptroller of Public Accounts after 31 years with the office, which concludes her 46 years of outstanding service to the State of Texas; and WHEREAS, A native of Texas and a graduate of Bishop College, where she earned her bachelor's degree in business education, Annette Holmes began her career in public service with a clear commitment to effective government, sound policymaking, and the well-being of the people of Texas; and WHEREAS, Over the course of her career, Annette Holmes has served in a wide range of positions across state and local government; as executive director of the Legislative Black Caucus, she played a key role in policy development, constituent advocacy, and advancing legislative priorities on behalf of underrepresented communities; and WHEREAS, Annette brought her insight and experience to the Texas Senate and served as a senior staff member in the offices of multiple legislators, including state senator Royce West and former state senators Rodney Ellis and Frank Tejeda; she also served with distinction on the staff of Travis County Commissioner Hank Gonzalez and continued to contribute to effective governance and public outreach at the local level; and WHEREAS, During her more than three decades at the Office of the Comptroller of Public Accounts, Annette served as a senior analyst and applied her knowledge of state operations and finance to advance transparency, fiscal responsibility, and the effective use of public resources; her deep institutional knowledge and dedication to excellence made her a valued colleague and a trusted voice within the agency; and WHEREAS, In addition to her professional achievements, Annette has remained active in her local community through her faithful service as a member of Mount Zion Baptist Church as well as through her participation in such events and charitable organizations as the American Cancer Society's East Austin Relay for Life and the Sisters Network; and WHEREAS, Annette Holmes has earned the respect and admiration of colleagues, community leaders, and all who have had the privilege to work alongside her, and her unwavering commitment to service in all aspects of her life sets a shining example for future generations of public servants; now, therefore, be it RESOLVED, That the Senate of the State of Texas, 89th Legislature, 1st Called Session, hereby commend Annette Holmes on her valuable contributions to the Lone Star State and extend to her congratulations on her retirement and best wishes for the future; and, be it further RESOLVED, That a copy of this Resolution be prepared for her as an expression of esteem from the Texas Senate.
